Emperor Jian fell silent for a moment.

“Ridiculous!” Xie Chengze swept his sleeve and sneered. “How could the farming taxes of a handful of commoners ever replenish our vast state treasury?”
He mocked in a ringing voice, “Censor Chen has spent so long at court that he has never gone among the people to see the misery in which they live! On this journey to Yizhou, this prince saw nothing but corrupt officials and impoverished people. Farming could not even fill their bellies. How could it ever fill the treasury with silver?”
“If keeping people alive were enough to make them farm diligently and pay taxes, then would producing endless children not fill the Jian’an Dynasty’s coffers with gold and silver? What need would we have for court officials like you? You might as well go home and make babies!”
Xie Chengze continued his furious attack. “Year after year, disaster relief quenches only the thirst of the moment and never the hunger of the future.
